Add new handler for v26, change NMS handler to account for different version formats, modify and add new potion types, attributes, particles and enchants, replace deprecated usages. See other commits.

NOTE * Some skills which make version checks will need to updated. I believe this will require a simple update. Make sure that skills use Util.isMinimumVersion(1,16,0) for example to check for versions.
