1- Download Oraxen from here
2- Upload the plugin to your server
3- Start your server
4- Go to home/container/plugins/Oraxen/settings.yml

5- make this part like this

6- upload the Pack to oraxen and restart the server
7- the resource pack will be in home/container/plugins/Oraxen/pack with name "Pack.zip"
8- upload it to minecraft game and done <3
